It was too small

The shoulders are small, very narrow - 8.5 cm, the length of the dress is normal, the sleeves are a little more than 2/3. Everything is fine, but the neckline is terrible! The pattern is made on the fabric along the neckline, which spoils everything, cheapens the dress and does not match the print on the dress at all! If I can, I will return it. I can’t think of anything - how to close the flowers on the neckline! I’m afraid there will be problems with the return! I can’t find anywhere how exactly to make a return!
